A few things come to mind.
1.) Pressure - in your .30-30 test it is higher which perhaps = more complete combustion
2.) Case Shape - the .30-30 has more of a venturi effect.
3.) Sectional Density (bullet) - the .30-30 has close to double the amount which = more resistance which relates to 1.)

The standard bullet weight for the .32-40 is 165 grs, so it is not much lighter than the standard 170 gr .32 Special.
7 grs of Unique under a 165-170 gr cast bullet would be a nice mild load,

Graf & Sons and others offer a 100 gr 8mm Nambu bullet that could also be used.

Several years ago I ran a test between 20" & 24" 44-40's. Powder charge was 40 grs by weight of Swiss FFG. Average velocity difference was 40 f.p.s. or 10 fps inch per inch. Different rifles may give different results.

Looks like some fun and actually useful loads to try. 8) Reminds me of the 'Accelerator' loads Remington used to sell, that were 55 gr 223 bullets in a sabot - they sold them in 30-30, 30-06, and I think 308. It is very close to 4198 in burning rate. In the .30-30 5744 and 4198 produce very similar velocities with the same powder charge.
