Pedro went to LA and parked his car and went and visited his mother over the weekend. When he went back to his car it was gone so he called the cops. Cops show up and say what kinda car was it .Pedo said hey Man it was a 57 Chevy Candy Apple Red, Cragar mag wheels and tinted windows so dark you could see your self in them. Cops say do you have any idea when they stole it? Pedro said I don't know man I left it here on Fri. Cops said well we hate to tell you this but it is probably over the border by now. Pedro said Them darn Canadians.

If it was LA, it's probably in Mexico.....Canada would be too far and risky of a drive...

That is not the point of the joke since Pedro is Mexican it is easier to blame the Canucks than his countrymen.

Perhaps it can be explained by Blain's proximity to the Canadian border.

Okay, first time I heard the "Canadian" thing was on an L.A. radio show. It's host was Rick Dees of Disco Duck fame ( https://www.youtube.com/watch?v=97RjuC9YeXg ). One of his many characters was Chuey from La Puente. If you know SoCal, La Puente is a heavily populated Latino area (read gangbangers out the wazu).
