Winchester 94 Issue

Ran across a Winchester 94 Ranger Ae in the box. Gun looks new, unfired with tag still attached. The issue is when closing the action the Lever link plate is not seating flush with the bottom of the receiver. Some times the locking lugs seem to bind when coming up into battery. What should I be looking for that is causing this?

Disregard I think I found the culprit. At some point some one removed the lever pin cover and did not replace the lever pin.. Part ordered. hopefully this is all wrong with her
