I think any guild quality gunsmith could do it. It is a fairly simple and straight forward operation. In fact lots of guys rent chamber reamers and do it themselves at home.

I always felt that if I had it done to one of my rifles I would want to use the same chamber reamer on a set of 30 WCF dies so that the rifle chamber and the dies were an exact match.

Might ruin a chamber reamer on a set of dies! They're much harder than a rifle barrel.
Pre WWI Marlins and Singleshot rifles!
