I never heard of all black bobcats before. Albino yes, but not black.

They are most likely what's known as Melanistic, kind of the reverse of albino.

I suspect there are probably others in other areas. Around here, for instance, "black panthers" are often reported, but the wildlife department line is always that such reports are unsubstantiated, and the people most likely are seeing large, black, feral cats rather than bobcats, mountain lions, or whatever. But such traits are genetic, and it's entirely possible the trait may be more common in some areas than others.

A similar condition -- although obviously different -- is found in the white squirrels of Brevard, NC. They are not albino but a white-phase genetic mutation. They are protected within the city limits, and are pretty striking to see.
