Like the "how many gallon jugs will stop a bullet" question, this only has validity if one is worried about being attacked by water balloons. Personally, if attacked with water balloons I've always retaliated with same.

Guess the only true test of bullet performance is on living, breathing; bone, skin, muscle and bodily fluids. I was betting it would have broken all the balloons

What they don't tell you in the video is that all ammunition made for sale in California has powder reductions cut by 62%.
Here in Pa. or in Texas, the ammo would go clear through all of the balloons, across the mountain and into the ghettos....where they belong. ------6
