Pretty much all European uniforms from the 1890s-1960s are some variation on the one you see there. The current USMC dress blues is still in that style. Look at pics of Pershing, any British WW1 general, most WW2 generals (either side) and their standard dress/work uniform still falls under the general style you see.

Well, the poster on the wall is for "Third Liberty Loan" (The Third Liberty Loan Act was a liberty bond sold during World War I)
Also, pretty sure French police wore the "képi" style of cap (think caps worn by North/South in Civil War, French Foreign Legion, Charles de gaulle, and Police Captain Louis Renault (Claude Rains in Casa Blanca - "I'm shocked, shocked to find that gambling is going on in here!")
